Mark Hinrichs is a seasoned entrepreneur and construction industry leader with more than four decades of experience originating several successful businesses throughout Southwestern Illinois and the St. Louis metropolitan region. He began his career in the construction industry in 1981 and has since established a distinguished reputation for vision, integrity, and strategic leadership.

Donna M. Richter, Chief Executive Officer of the Southern Illinois Builders Association (SIBA), has worked for the Association serving the construction industry for 45 years. Richter also serves as Administrator for the Southern Illinois Construction Advancement Program (SICAP), a not-for-profit industry fund powered by employer contributions.

Rick Stubblefield is the Executive Director of St. Clair County
Illinois’s Intergovernmental Grants (IGD) and Economic Development Departments.

Desiree Friedman is a Business Development Officer at Associated Bank with over 13 years of

Marcus Gregory is the Director of Construction Services for Ameren Illinois, where he leads electric, gas,
vegetation and locating construction oversight across the state of Illinois with a focus on safety,
reliability, customer affordability, and contractor performance.

Joe McGinnis serves as the Director of the Collinsville Area Vocational Center in Collinsville, Illinois, where he provides strategic leadership for one of the region’s largest and most comprehensive career and technical education centers.

Amanda Guinn has an extensive background in career and technical education (CTE), grants management, and program coordination.
